Federal consent decree expected to nearly quadruple Cleveland Heights' 2018 sewer bills

“The bottom line in "Phase One" of a federal Consent Decree will be a nearly $19 monthly increase in the average local sewer rates beginning in the fall.
That will nearly quadruple the current average monthly surcharge of just under $7, although the billing cycle for local sewer fees is quarterly, so customers won't see the increase until January.
After that, there will be 3 percent increases tacked on in 2019 and again in 2020, in order to raise $12 million for improvements to the 100-year-old system that is subject to "Sanitary Sewer Overflows."
These "SSO's" lead to discharges of raw sewage into tributaries that ultimately wind up in Lake Erie, especially during periods of heavy rainfall, and in direct violation of the Clean Water Act.”
